         काळाच्या पुढे जाऊन दोनशे वर्षांचे अंदाज येतात तेच खरे दृष्टे, महापुरुष! राजेशाही आणि स्वतः राजा असतांना कमालीची निस्पृहता, कणवपूर्ण हृद्य आणि शेवटच्या माणसाचे सर्वांगीण उत्थान झाले पाहिजे या न्यायाने राज्य चालवणारे महापुरुष म्हणजे लोकमान्य राजर्षी शाहू महाराज! आपण कोण? आपले कार्य काय? याचा सर्वतोपरी विचार अंगीकारून आपल्या राज्यांत स्वतः लक्ष घालून अंमलबजावणी करणारे लोक विरळा! छत्रपती शिवाजी महाराज, राजमाता अहिल्यादेवी होळकर आणि नंतर नाव येते राजर्षी शाहू महाराजांचे! वयाच्या दहाव्या वर्षी १८८४ साली कोल्हापूर-करवीर संस्थानच्या गादीवर विराजमान झालेले राजर्षी शाहू महाराजांचा प्रवास काही इतका सोपा नव्हता. दहा वर्षे ब्रिटीशांनी करवीर संस्थानचा कारभार पहिला. दरम्यानच्या काळात युवा शाहू महाराजांना आपल्या कार्य-कक्षेचे बऱ्यापैकी ज्ञान झाले होते. युवा महाराजांनी शरीर आणि मनाची मजबूत जडणघडण करून घेतली. कुस्ती, दांडपट्टा, घुड्सवारी, मल्लखांब, कब्बडी, पोहणे इत्यादी मैदानी खेळाबरोबरच इंग्रजी शाळेत शिक्षण पूर्ण करून ते तन-मन-ज्ञानाने सक्षम झाले. बलदंड देहयष्टी, रुबाबदार बाणा, घारे डोळे आणि भारदस्त आवाजामुळे महाराजांचे व्यक्तिमत्व लाखांत उठून दिसायचे! सज्ञान होताच ब्रिटीश शासनाकडून राज्याची सर्व सूत्रे शाहू महाराजांकडे आली. दैदिप्यमान राज्यारोहण सोहळा झाल्याबरोबर महाराज आपल्या कार्यात सक्रीय झाले. उर्मट आणि उन्मत्त झालेला नौकरवर्ग अगोदर सरळ केला. “आमची सर्व प्रजा सतत स्तूप राहून सुखी असावी, तेचे कल्याणाची सतत वृद्धी व्हावी व आमचे संस्थानची हर एक प्रमाणे सदोदित भरभराट होत जावी” अशी सनद प्रकाशित करून आपले लोकोद्धारचे मनसुबे महाराजांनी उघड केले.

          संपूर्ण सत्ता हाती आल्याबरोबर सामाजिक समतेचे कार्य करतांना आगरकर, नामदार गोखले, न्या.रानडे आणि सावित्रीबाई-ज्योतीराव फुले यांच्या विचार कार्याचा वसा-वारसा पुढे न्यायचे ठरवले. सत्यशोधक समाजाचे पुनरुज्जीवन करून कर्मकांड-भेदाभेद हद्दपार करून करवीर राज्यातील कडेकोट वर्ण व्यवस्था आणि जातीय चौकट मोडीत काढली. राज्यातील विहिरीवर अथवा कुठल्याही पाणवठ्यावर कुणीही पाणी भरत असेल किंवा पीत असेल तर कसलाही बाट धरल्यास, मज्जाव केल्यास त्यास कठोर शासन केले जाईल असे फर्मान काढले. “पाण्याला विटाळ होतो का?” हा मूलगामी प्रश्न विचारून प्रस्थापितांना निरुत्तर केले. एवढेच नाही तर सर्वांसमोर एका महार बाईच्या घागरीतील पाणी पिऊन सर्वांची तोंडे बंद केली. या शिवाय ऐन दिवाळीच्या दिवशी महार जातीच्या मुलाला आपल्या रथात बसवून सर्वांनाच दिवाळी सन साजरे करण्यासाठी मदत केली. आपल्या दरबारातील मोत्तदार महाराची भाजी-भाकरी खाऊन एक आदर्श निर्माण केला. उच्च विद्याविभूषित डॉ.बाबासाहेब आंबेडकरांचे घर शोधून त्यांच्या घरी जाऊन त्यांची गळाभेट घेऊन त्यांच्या कार्याला बळ दिले. अंधश्रध्दा, कर्मकांड, दांभिकपणा, देवभोळेपणा, थोतांड यावर सडेतोड बोलणारे प्रबोधनकार के.सी.ठाकरे यांचे ते घनिष्ठ मित्र होते. गावकुसाबाहेरील हजेरी बंद करून महार वतनांचे समूळ उच्चाटन, मुस्लीम हिताचे रक्षण, अस्पृशांना नौकरी, आंतरजातीय विवाहाला चालना, फासेपारध्यांना माणसात आणले. विविध जातींच्या परिषदेत भाग घेऊन आपले परखड विचार मांडले. अशाप्रकारे उक्ती व कृतीने वर्णव्यवस्थेला हद्दपार करून तमाम माणसांना एका रेषेत आणण्याचे महत्कार्य राजर्षी शाहू महाराजांनी केले.

           शाहू महाराजांचे शिक्षण क्षेत्रातील कार्य सर्वात महत्वाचे असून गोर-गरीब-शोषित-पिडीत-वंचित-उपेक्षित वर्गाला मुख्य प्रवाहात आणण्यासाठी त्यांना शिक्षण विषयक सोयी सवलती दिल्या. सक्तीच्या शिक्षणाचा कायदा केला. सर्वांना लिहिता-वाचता आले की लोकांचा विवेक जागा होईल याची त्यांना खात्री होती. शिक्षण संस्थांची निर्मिती करुन त्यांना मोफत शिक्षण दिले. मराठा, जैन, लिंगायत, मुस्लीम, दैवज्ञ, नामदेव, पांचाळ, ख्रिश्चन, ब्राह्मण, आर्य, प्रभू , वैश्य, ढोर, चांभार, वैदुक, सुतार, नाभिक, सोमवंशी, वंजारी, चोखामेळा, ताराबाई इत्यादी नावाने तत्सम जातींच्या मुलांसाठी दरमहा अनुदानित बोर्डिंग-वसतिगृहे चालू करून त्यांच्या शिक्षणाला संरक्षण दिले. शिक्षण हेच समाजाच्या सर्वांगीण विकासाचे माध्यम आहे हे कळल्यामुळे त्यांनी शिक्षणावर विशेष भर दिला. उत्तम शिक्षकांचा सन्मान करून प्रोत्साहन दिले. कामचुकार कामगारांना कामावरून काढून टाकले, काहींना दंड आणि शिक्षेची तरतूद करून प्रशासनावर पकड मजबूत केली. गावोगाव अनेक शाळा सुरु केल्या, त्यात १९२१-२२ साली २२००६ विध्यार्थी मोफत शिक्षण घेत होते. राज्याच्या शिक्षणावरील खर्चात वाढ केली. त्याच्या जोडीने गावोगावी कुस्त्यांचे फड बांधून मल्लविद्येला प्रोत्साहन दिले. आपल्या राज्यातील नागरिक तनामनाने समृद्ध असला पाहिजे हीच महाराजांची तळमळ होती.


            स्त्री शक्तीला शिक्षण आणि संरक्षण देऊन बालविवाह पूर्णतः थांबवले. विवाह नोंदणी अनिवार्य केली. विधवा पुनर्विवाह कायदा, कौटुंबिक हिंसाचार प्रतिबंधक कायदा, घटस्फोट कायदा, अनौरस संतती व देवदासी प्रतिबंधक कायदा, शिमग्यातील शिव्यांना प्रतिबंध करणारा कायदे असे कायदे करून अनिष्ठ रूढी-परंपरांना पायबंद घातले. ज्योतिबा फुल्यांच्या वारसा राजर्षी शाहू महाराजांनी मोठ्या ताकदीने पुढे चालवला. याला जोडून राज्यात सर्वप्रथम आरक्षण लागू केले. कामचुकारांना दंड, रजेवर निर्बंध, बदली नाही तर बढती, लाच घेण्यावर कडक बंदी असे कायदे करून शाहू महाराजांनी सर्वच क्षेत्रात आपला वचक बसवला. सगळे राज्य सुतासारखे सरळ केले. असे समाजभिमुख निर्णय घेणारे असल्यामुळे लोकांनीच त्यांना राजर्षी ही पदवी बहाल केली!
            मित्रहो, या उलट देशात आणि राज्यांत आज काय चालू आहे? एकीकडे शिव-फुले-शाहू-आंबेडकरांचा देश-राज्य म्हणायचे आणि दुसरीकडे त्यांच्याच कार्याची पायमल्ली करायची! सर्वत्र विरोधाभास सुरु आहे! लोकशाहीची ७५ वर्षे ओलांडतांना खरंच आपण प्रगती करताहोत का? पूर्वजांनी आखून दिलेल्या सर्वच आदर्शांची पार धूळधाण करून टाकली आहे! दुर्दैवाने आज जाती घट्ट होताहेत! सहिष्णुता मावळत असून धार्मिक कट्टरता पेरली जात आहे. सरकारी शाळा बंद करून आणि खाजगी शाळांना प्रोत्साहन देऊन मोफत शिक्षणासारखा मुलभूत हक्क गोठवला जात आहे. प्रचंड महागाई, बेरोजगारीने समाज त्रस्त आहे. तरुण व्यसनाधीन होत आहे. तरुणांच्या हाताला काम नाही. विनानुदानित शाळांवर काम करून शिक्षक बिनपगारी निवृत्त होत आहेत, मरत आहेत. खाजगी शिक्षण प्रचंड महागले आहे. भ्रष्टाचाराने कळस गाठला आहे. कुणाचे कुणावर तिळमात्र नियंत्रण नाही. मालाला योग्य भाव नसल्यामुळे रोज शेकडो शेतकरी गळफास घेऊन मरताहेत. नवीन नौकर-शिक्षक भर्ती बंद आहे.

खेड्यापाड्यात जायला कुणी शिक्षक तयार नाही. सर्वत्र पोपटपंची सुरु आहे. राज्यकर्ते एकमेकांना शिव्या घालण्यात आणि एकमेकांचे भ्रष्टाचार बाहेर काढण्यात व्यस्त आहेत. कोण जास्त मोठा भ्रष्टाचारी? हेच ते काय लोकांनी ठरवायचे आहे! असे असतांना तेच लोक पुन्हा निवडून येणार आणि पुन्हा लोकांवर सत्ता गाजवणार! असे होत असेल तर मग सज्जन-प्रांजळ-प्रामाणिक-शांत-प्रज्ञाशिल-इमानदार लोकांनी कसे जगायचे? असा आभाळाएवढा प्रश्न घेऊन सामान्य माणूस केवळ दिवस काढतो आहे! महापुरुषांचे स्मरण करतो आहे! खरंच, आपल्याला राजर्षी शाहू महाराजांसारखे कार्य जमेल काय? हाच प्रश्न मलाही पडलाय! हतबलतेने पुन्हा त्या महामानवाची वाट पाहतोय! जय भारत!
